    "An Act authorizing the commissioner of natural resources to                                    
    notify the legislature between the first day and the 15th day of a                              
    second regular session of the availability of program amendments                                
    to the five-year proposed oil and gas leasing program previously                                
    made available to the legislature, and making an exception to that                              
    deadline for the first year of the authorization; and providing for
